Expression of Interest for development & Maintenance of CEMS

FOR THE DEVELOPMENT, IMPLEMENTATION AND MAINTENANCE OF A CENTRAL ELECTRONIC MONITORING  SYSTEM (CEMS) IN BOTSWANA FOR A PERIOD OF TEN (10) YEARS TO MONITOR:

 

  1. GAMBLING ESTABLISHMENTS LICENCES – GAMBLING MACHINES WITH LIMITED BETS AND PAYOUTS (LIMITED PAYOUT MACHINES) (LPMs)

 

and

 

  1. TOTALISATOR AND BOOKMAKER (BETTING) LICENCES

  1. The Gambling Authority (“the Authority”) intends to contract a service provider for the development, implementation and maintenance of the Central Electronic Monitoring System (CEMS) as required by Section 96 (1) of the Gambling Act (2012), read together with Regulation 30 of the Gambling Regulations (2016).

 

  1. The Authority hereby invites Expressions of Interest (EOI) from service providers who have skills and expertise in the development, implementation and maintenance of a CEMS.

 

  1. The CEMS must have the capability to detect and monitor significant events associated with Gambling Establishments Licences – Gambling Machines with Limited Bets and Payouts (Limited Payout Machines (LPMs); Totalisator and Bookmaker (Betting) Licences; and must further analyse and report data in accordance with generally applicable standards.

 

  1. The EOI must include the following information:

 

  1. A detailed description of the system to be deployed plus an architectural diagram of the proposed
  2. Management and development
  3. A project plan which also indicates the expected time needed to complete the
  4. Experience on projects of a similar nature, previous and
  5. Any other relevant

 

  1. The Authority reserves the right not to appoint anyone who submits an However, a substantially responsive EOI shall qualify for shortlisting to participate in the Request for Proposal (RFP).

 

  1. The Authority, as a public entity, adheres to all the procurement legislation and requirements including but not limited to the Public Procurement Act (2021) and the Public Procurement Regulations (2023).

 

  1. Enquiries and submission of all relevant documents will ONLY be done through the Gambling Authority’s Virtual Data Room (VDR).

 

All interested service providers should follow the process below to access VDR:

  1. Email to CEMS@gamblingauthority.co.bw stating that you wish to participate in the
  2. Upon receipt of your e-mail, the Authority will e-mail to you a registration form to access
  3. Complete the registration form and return it to the Authority via CEMS@gamblingauthority.co.bw
  4. Upon receipt of your completed form the Authority will provide you with a temporary pass code to the

 

 

ALL EXPRESSIONS OF INTEREST MUST BE SUBMITTED ON THE VIRTUAL DATA ROOM (VDR) NO LATER THAN 1700HRS (CAT) ON 16 OCTOBER 2023.
