Here are some basics to know
As per the Gambling Act, 2012, gambling means ;
- Betting (including pool betting) and bookmaking
- Gaming; and
- Promoting or entering a Lottery.
2. Betting– means making or accepting a bet on-
a. the outcome of a race, competition or other event of any description;
b. the likely of any anything occurring or other event of any description.
c. whether anything is or not true.
3. Bingo– means a game with s number of people, each having a card marked off as numbers are drawn, and the expression “electronic bingo” and “manual bingo” shall be construed accordingly.
4. Casino games-means any game irrespective of whether or not the result of that game is determined by chance or a measure of skill, played with playing cards, dice, gaming machine or any other device used to determine win or loss in outcome of wager for money or other valuable consideration.
As per Section 32 of the Gambling Act, 2012, a person shall not operate a Gambling establishment unless he or she has a valid licence issued by the Authority. Therefore, any form of gambling not licensed by the Authority is illegal. Illegal gambling usually takes place in homesteads, bus ranks, sheebeens, culverts, bushes, restaurants and shops (often hidden from public view).

It is an offence under the Gambling Act, 2012 to permit a minor ( a person under the age of 21) to play or take part in any gambling activity, including the buying or selling of lottery tickets.
